Circular Materials, as the administrator responsible for operating the Common Collection System for blue box material in Ontario, has issued the following Requests for Proposals (RFPs).

Proposal Submission Deadline: Friday, April 19, 2024 at 4 p.m. ET, at 4:00 p.m. ET

As part of Ontario’s transition of blue box services from municipalities to producers, Circular Materials, as the Common Collection System (CCS) Administrator, and Reverse Logistics Group (RLG), as the CCS Operator, are issuing a Request for Proposals (RFP) for services to collect blue box material from residences and facilities from the following collection catchment areas:

  • C1 – Leeds & Grenville; Stormont, Dundas & Glengarry
  • C3 – Renfrew (plus Algonquin Park)
  • C4 – Frontenac; Lennox & Addington
  • C5 – Hastings; Prince Edward
  • C10 – York
  • C14 – Halton
  • C15 – Wellington
  • C17 – Grey; Bruce
  • C18 – Hamilton; Brant
  • C21 – Oxford
  • C28 – Parry Sound
  • C30 – Manitoulin; Sudbury; Greater Sudbury
  • C31 – Temiskaming

    If you are interested in responding to Collection RFP 2023-06, please complete the Registration Form and Confidentiality Agreement and email them to RFP@circularmaterials.ca with the subject line ‘Collection RFP 2023-06’.

    Once we receive a proponent’s completed Registration Form and Confidentiality Agreement, we will return the fully executed Confidentiality Agreement and a link to the Collection RFP and related documents.

    Proposal Closing Time: Friday, January 26, 2024, at 4:00 p.m.

    As part of Ontario’s transition of blue box services from municipalities to producers, Circular Materials, as the Common Collection System (CCS) Administrator, and Reverse Logistics Group (RLG), as the CCS Operator, are issuing a Request for Proposals (RFP) from interested parties to establish and operate Receiving Facilities in City of Toronto Districts starting January 1, 2026.

    Please note that, for RFP 2023-09, the Confidentiality Agreement is submitted as part of Envelope 1.
