Expanded recycling services for multi-family dwellings coming in 2025
Circular Materials is excited to expand Nova Scotia’s extended producer responsibility (EPR) recycling program for packaging and paper products to multi-family dwellings (MFDs) starting December 1, 2025, making recycling more accessible for residents.

How the program works
MFD property owners and managers who are interested in recycling services can register via our online registry form below.
After registration, Circular Materials will use your MFD information to arrange recycling collection services. The assigned collector will then contact the property owner or manager to discuss next steps and may schedule a site visit.
Key dates
Phase 1 registration deadline has closed with service delivery starting December 1, 2025. Circular Materials’ service provider, Miller Waste Systems, will be contacting the registrants to discuss next steps. If you have any questions, you can contact Miller at nsepr@millerwaste.ca or 1-877-230-8256.
If you have already registered with Circular Materials, no further action is required.
The next registry cadence is as follows:
- May 31, 2026: Deadline to register for recycling services to begin November 1, 2026.
- November 1, 2026: Recycling services begin.
The registry will always remain open and future service cadences will be announced.

Registry communications toolkit
A communications toolkit with materials and resources to promote the registry is available for download. It contains a one-pager overview about timeline and the registry, pre-written social media post with corresponding visuals and hashtags, and digital posters.

Frequently asked questions (FAQ)
Property owners or managers of MFDs in Nova Scotia who wish to receive curbside recycling services should register. If your building is already receiving recycling collection service through the residential program, you do not need to register.
A “facility” (Multi-family) is a building or part of a building with multiple separate residential units, like an apartment building or a condo. It does not include places meant for visitors, such as hotels.
If you own or manage multiple properties, please complete the registration form by entering the addresses and recycling collection details for each building. The form allows up to 25 entries per submission. If you own more than 25 properties, you will need to submit an additional form.
Once submitted, our team will review your information and follow up if additional details are required. For any questions, please contact NSoperations@circularmaterials.ca.
You will need to provide property owner contact details, such as address, telephone and email address, registered business number, building information, and waste management service details to ensure the smooth setup of recycling services.
If you have registered with Circular Materials by May 31, 2025, Miller Waste Systems will be contacting the registrants to discuss next steps. If you have any questions, you can contact Miller at nsepr@millerwaste.ca or 1-877-230-8256.
After registering as part of this second registry cadence, the assigned recycling collector will begin contacting property owners or managed starting in the Spring 2026 to discuss the next steps and may arrange a site visit.
MFDs can register for recycling services past the October 31st deadline. Future service cadences will be announced for 2026. If you have further questions about deadline or service cadence, please contact NSoperations@circularmaterials.ca.

The information collected is essential for managing service delivery and fulfilling regulatory obligations.
