Request for Expressions of Interest (REOI) for the Processing of Plastic Packaging
Circular Materials, in collaboration with Éco Entreprises Québec (ÉEQ) and Recycle BC, is issuing a Request for Expressions of Interest (REOI) for the Processing of Plastic Packaging to support producers with meeting the ambitious regulatory plastic targets set by provincial and territorial legislations, as well as to recover plastics for use by producers in new packaging and products.
Proponents with processes (i.e., sorting and recycling) that can address one or more categories of plastic packaging outlined in the REOI are invited to respond by August 16, 2024 at 4 p.m. ET.

The three producer responsibility organizations (PROs) are seeking responses both nationally and globally from individual businesses or groups and will consider solutions based on their ability to perform against a techno-economic assessment criteria as set forth in the REOI.
The REOI:
- Allows PROs to be a more informed buyer of plastic processing services by providing processors with an opportunity to demonstrate the capabilities of their sorting and/or recycling systems to assist producers in achieving recycling targets for rigid and flexible plastic packaging under provincial and territorial EPR regulations, and
- Is a critical step as the basis for PROs to have commercial discussions with successful processors to develop commercial terms for deploying their processes in extended producer responsibility supply chains.
