annual fee setting process is designed to ensure fairness and transparency, with fee rates for designated material categories covering the costs associated with the collection, transportation and processing of designated materials.<\/p><p>To ensure producer fees are set in a fair and transparent manner, Circular Materials is committed to prudent fiscal management, competitive procurement and
