Allocating geographies

With Circular Materials’ changes to the MECP’s proposed amendments, no one PRO will gain an entire geography. Instead, the Regulation will provide the basis for establishing commercial terms for a common collection system operated by an administrator.

Circular Materials’ Role as an Administrator

With Circular Materials’ changes to the MECP’s proposed amendments, no one PRO will gain an entire geography. Instead, the Regulation will provide the basis for establishing commercial terms for a common collection system operated by an administrator.

Establish Circular Materials as the Administrator for the common collection system.

Collaborate with other PROs to establish a method for PROs to access materials from the collection system.

Develop and issue RFPs for collection services.

Award collection contracts and administer those collection contracts either directly or in partnership with municipalities.

Procure and administer contracts for receiving facilities where collection trucks unload.

Orderly Transition

With Circular Materials’ changes to the MECP’s proposed amendments, no one PRO will gain an entire geography. Instead, the Regulation will provide the basis for establishing commercial terms for a common collection system operated by an administrator.

Work with municipalities and service providers to amend and repurpose existing municipal contracts.

Contract with municipalities to have them administer their existing contracts as amended.

Receive and administer contracts assigned to the Administrator by municipalities that want to exit Blue Box delivery.

Fair Cost Allocation

With Circular Materials’ changes to the MECP’s proposed amendments, no one PRO will gain an entire geography. Instead, the Regulation will provide the basis for establishing commercial terms for a common collection system operated by an administrator.

Develop a fair cost allocation methodology to ensure each PRO pays its proportionate share of management costs.

Cost allocation could be done in two ways:

Average cost per tonne, or,
Costs based on the volume of each type of collected material.

Access To Materials

PROs pick up their share of collected materials for post-collection recycling from receiving facilities or consolidation facilities

PROs manage their own post-collection (no role for the Administrator in post-collection).
